The Environmental Services Division oversees the city's exclusive residential waste contracts and non-exclusive waste franchises. It is responsible for evaluating traffic safety requests and the traffic related ramifications of new developments. It also oversees the formation of underground utility districts.

Cities have two drainage systems - the sewers and the storm drains. The sewer system takes waste water from homes and businesses to a treatment plant before discharging it to the ocean. The storm drain system is designed to prevent flooding by carrying excess rainwater away from city streets out to the ocean.

Rain water mixed with urban pollutants often creates storm water pollution. Urban runoff pollution may also flow to the ocean through the storm drain system. Pollutants included in storm water and urban runoff are: trash, oil and other automotive fluids, paint and construction debris, yard and pet wastes, pesticides and litter, just to name a few.

Storm water/urban runoff pollution contaminates the ocean, closes beaches, harms aquatic life and increases the risk of inland flooding by clogging gutter and catch basins. In all cities there are many miles of pipes that would take similar pollutants straight to the ocean. Each day many gallons of polluted urban runoff enter the ocean untreated, leaving toxic chemicals in our surf and tons of trash on our beaches.

How do I exchange my Waste Management Carts for the new carts?

 

During the six-week transition period beginning December 26, 2005, please continue to use your Waste Management carts. On a regular schedule during the six-week period, new carts will be exchanged immediately after emptying your old carts.
Will my pick-up days remain the same?      
  Yes.
How do I know which trash company will be mine?
 

If you live west of Peck Road your company will be Phoenix Waste and Recycling.

Ph  (888) 699-7776 this number will be on the carts.

If you live east of Peck Road your company will be Valley Vista Services.

Ph (800) 442-6454 this number will be on the carts.
Will the new trash carts be the same size?
 

The trash cart will remain the same size, 96 gallons.

The recycling cart will be increased in size from 64 gallons to 96 gallons.

The green waste cart will be increased in size from 64 gallons to 96 gallons.
Can I put out additional trash containers with my new carts?
  No, you will only be allowed to use the trash carts provided by your trash company. All trash must be in the 96 gallon trash cart.
Will we have Bulky Item Pick-Up?
  Yes, you will have 20 free bulky item pick ups per year.
Will Bulky Items be picked up on Fridays as in the past.
No, bulky items will be picked up every other Wednesday. Please call your trash hauler to schedule pick-ups.
I have trouble moving the carts out to the street because of their size. May I get smaller containers?
Yes, contact your trash hauler.
Will we be billed on a quarterly basis as in the past?
Yes.

You may call your trash hauler, the phone number is on the trash and recycling carts or you may call the City at (626) 580-2062 and speak with Dave Ellis.
