James W. Mussenden
City Manager for the City of El Monte
The El Monte City Council appointed Mr. Mussenden as City Manager effective July 1, 2006. Mr. Mussenden has worked for the City of El Monte since 1983, almost 25 years serving as El Monte’s Code Enforcement Manager, Community Services Manager, Community Development Director, Deputy City Manager for Community Development and for the last 2 years as the Assistant City Manager.

As City Manager, Mr. Mussenden is responsible for the operation of all City departments including financial and administrative services, public safety, community development, community services, public works and redevelopment.

Prior to being employed by the City of El Monte, Mr. Mussenden worked for the City of Cudahy for 10 years in the capacity of Recreation Supervisor and Supervisor of Transportation and Municipal Enforcement.

Mr. Mussenden received his Bachelor of Science Degree in Organizational Management from the University of LaVerne and did coursework in Political Science at Cal State L.A.

He has long been active in El Monte service clubs, including the El Monte Kiwanis Club and the Boys & Girls Club of San Gabriel Valley. Mr. Mussenden is currently on the Board of Directors for the City of El Monte Employees Credit Union.

Mr. Mussenden is married to his wife, Lisa, and recently became a grandfather for the first time when his only daughter, Erica, and her husband, Esteban Santana, had their newborn son on June 4, 2006.
